Keeping Towels?

In the sports and recreation field I have noticed it is very hard for business to keep towels for their clients. Usually country clubs and other facilities like these offer a complementary service, costumers love this amenity, but its extremely pricy. One option is to offer cheaper towels, but businesses don't want to lose the quality of amenity's like this. This would also not fix the problem of losing the towels. Another option is to charge for the towel service, but this would leave current clients out raged and you could lose their business. The facility I work for, has a huge issue with this. As the person who orders the towels, I know that it is not in our budget to keep ordering more. I am wondering, how to fix the problem of losing towels, with out having to charge clients for them and with out taking this amenity away?
